I think he's been ready to sell for a while, but whether Wigan can, or would be prepared to meet his price is another matter.
As things are, Wigan have a very good deal at the DW - a long-term lease at a generous price. They pay very little towards the upkeep of the stadium, and I can't see them voluntarily surrendering that.
Maybe taking charge of a percentage of the DW would be possible, and probably desirable given that it would end the constant sniping about not owning our own ground, but IL doesn't strike me as the sort of bloke who'd make a move of this sort unless it was 100% beneficial to his plans.
That said, in a recent interview, IL said that Whelan was happy to sell the club to him because he wanted a Wiganer in charge, and he may feel the same way about passing on the DW. He's regularly at Wigan matches, and a couple of times I've seen him and IL deep in conversation.
